E-Dharini :Project of Orissa


E-Dharini is the new e-registration project of the Orissa state government which aims to serve the people of Orissa people , who can get their land and other documents registered in less than an hour compared to 30-45 days taken under the prevailing system manual registration. Its a Rs 100 crore project which has been just rolled out by chief minister Naveen Patnaik.

This is one of the Mission Mode projects of the state government is implemented by by Orissa e-Governance Services Limited (OeSL). Orissa e-Governance Services Limited (OeSL) is a special purpose vehicle formed by Orissa Computer Application Centre (OCAC) and IL&FS-Infrastructure Development Corporation.

What is Special Purpose vehicle?
Special Purpose vehicle is a company created to fulfill narrow, specific or temporary objectives of the government / agencies / companies.

This project is being implemented on BOOT (build, own, operate and transfer) basis of PPP (public Private Partnership).
Objectives:

  1. To offer citizen centric services to the people of Orissa. Under this project, a deed can be registered in less than an hour. The project will make use of biometric authentication system to ensure that there is no manipulation of records by unscrupulous methods.


  2. To replace existing manual systems of verification and scrutiny of documents, ensure valuation of properties, capturing and preserving copies of the documents and maintenance of back office records.

Applicability:
The e-registration project will be applicable to all essential records including birth, marriage and death certificates as well as land records.The project intends to bring about revolutionary changes in the way services are being delivered to the citizens.
